The Congress Chintan Shivir started in Udaipur on Friday with the AICC promising major structural reforms to limit the hereditary right on the party ticket, promotions of youth at all levels of leadership and cooling off periods for office-bearers after a 5-year stint. At the same time, the leadership and delegates also began pushing for exception clauses that would not only protect the dynastic interests of entrenched and widespread ‘Congress family trees’ starting with the Gandhis-Vadra leadership but will also cushion other proposals even as the proposed 50% reservation for under-50 category will be rolled out across existing quotas so accommodation can be done vis a vis other categories, including many seniors

As the Congress’s Chintan Shivir commenced in Udaipur on Friday, a major point of contention that came up was the ‘exception’ clauses that would protect dynastic interests of entrenched and widespread ‘Congress family trees’ across states, including the Gandhis-Vadra leadership. The party leadership is initiating a proposal to roll out 50% reservation for the under-50 category across existing quotas without violating its own directives on age limits. And one way it has proposed doing this is by creating provisions for exceptions in states where most of the senior leaders are above 50 years.

The Congress Chintan Shivir began in Udaipur on Friday with a promise to revise the party constitution as per the demands of time and also unveiled an ambitious youth-reservation plan that will give a 50% place to those under the age of 50, but in reality within hours of the event starting delegates were already asking for the ‘exception clauses’ that would protect dynastic interests.
